The reforms include the addition of new occupations to the Critical Skills Employment Permit (CSEP) list, the removal of several roles from the Ineligible Occupations List, and the introduction and renewal of quota-based positions under the General Employment Permit (GEP) scheme.
According to Irish authorities, the review began in 2025 as part of efforts to align the country’s labour migration policies with evolving workforce demands, particularly in industries facing persistent skills shortages.
Under the latest update, six occupations have been added to the Critical Skills Employment Permit list. These include agronomists, construction planners and schedulers, community eye care specialists, intellectual property professionals, geospatial surveyors, and games industry riggers. Workers employed in these fields may now have access to Ireland’s fast-track employment permit route.
The government has also removed nine occupations from the Ineligible Occupations List, making them eligible for recruitment through the General Employment Permit pathway. The affected roles include pharmaceutical technicians, dental hygienists, plastic lining technicians, steel fixers, fencing operators and erectors, curtain wall installers, printers, industrial machine knitters, and concrete pump operators.

The changes are expected to support employers facing recruitment challenges, particularly in the construction sector, healthcare support services, manufacturing, and infrastructure projects.
In addition, Ireland introduced new quota-based employment permits for fish filleters and seafood operatives, reflecting labour demands within the seafood processing industry. Quotas for 15 existing occupations under the General Employment Permit system have also been renewed to ensure employers can continue accessing international talent where local shortages persist.
Authorities stated that employers hiring under newly introduced or renewed quota categories will be required to complete a Labour Market Needs Test before submitting permit applications. The requirement is intended to ensure that vacancies are first advertised locally before foreign workers are recruited.
The latest expansion follows earlier reforms introduced by the Irish government in 2025, which strengthened documentation requirements for employment visa applicants. Under those rules, applicants must provide a valid employment permit, detailed employer documentation, proof of financial stability, passport history, tax records, payslips, and other supporting documents as part of the visa application process.
With the new changes now in effect, Ireland is widening access to its labour market while targeting critical workforce shortages in sectors considered essential to the country’s economic growth and development.
